Introducing technology together with the question of what it does to people's work: does the job become richer or emptier, and who still decides. A system that makes processes more efficient while removing all discretion produces a heavier job. That is a design choice, not a side effect.
By examining, before the choice is made, which discretion it removes, and compensating for that in the job design. Whoever is going to use the system should help decide how it is set up - not whether it arrives. That distinction is what makes involvement credible.
